Life-long Wisconsinite here. I remember the incidents you mention (accept the one in the 60’s. It was before my time.) I lived near Sheboygan and the things that were said and done against the Hmong that came to the US made me feel empty and awful even as a child. Same with the racial slurs and tales I heard over the spear fishing. And even today the things I hear from family about the reservations or black people can be horrible. But I guarantee you, they would be polite to the face of any Native or black person! But it goes further than just talk behind people’s back. They use their white privilege and power to make sure as much as possible that “those people" do not have access and equality and to keep them segregated. This is Trump land, precisely because they believe he will keep them safe from “those people “.
