There are ATMs. But all charge a fee. In Kosovo it is normally 5€ each transaction. I have no idea for Serbia but I assume it it is about the same. But definitely do not rely on arriving with only cards.

When we first came here 2 years ago, we had American cash but no Euros. We planned to use the ATM right away for cash to pay the taxi. My debit card broke in half when I tried to use it! Thankfully we had a second for a different account. But I had to get my mom on the phone to transfer the money to the second account (thankfully I had put her on our accounts!) But that meant finding wifi. All this after a 22 hour trip! It was such a mess. I still feel anxiety thinking about it! Lol!
