Where I come from in the US (friendly Midwest state) people don't stop for pedestrians unless there is a light telling them they have to or the person is actually in their way. I was raised to look both ways and cross quickly and carefully. I now live in Kosovo and here you are expected to stop for people crossing without any lights or warning. The pedestrians do not look for traffic. They just walk out and it is your responsibility to see them even around parked cars, heavy traffic, and in bad street lighting. It honestly terrifies me. There needs to be a middle ground of warning drivers of those who want to cross and drivers respecting the rights of those walking as well.
